When floods hit rural towns or urban cities, they don’t just wash away roads – they wipe away access to clean water, contaminate drinking water supplies, and drown local economies with debt. Across America, our outdated water infrastructure is failing to keep up with extreme weather, leaving families and businesses without safe drinking water or working wastewater services.

Right now, Congress has a pivotal decision to make: we can either invest in forward thinking approaches or remain complacent with aging infrastructure. Lawmakers have an opportunity to change the direction of our country for the better.

As key committees on Capitol Hill work to consider the Clean Water and Drinking Water State Revolving Funds (SRFs), lawmakers have a chance to improve the federal programs that help communities repair, replace, upgrade, and build more resilient water systems. The SRFs are financial programs that provide low-cost financing for water infrastructure projects that improve water quality, support healthy rivers, and create jobs.

American Rivers and its affiliate American Rivers Action Fund is at the forefront of advancing policy recommendations to increase funding levels, streamline access and encourage transparency, invest in natural infrastructure solutions, and address emerging contaminants while prioritizing economically distressed communities and Tribes.

From Milwaukee to the Southeast, recent floods have exposed the cracks in our water systems. But with smart investment and federal leadership, we can build innovative infrastructure that protects communities and restores rivers.

Our nation’s water infrastructure is in a state of disrepair. According to the American Society of Civil Engineers, the United States received a C- for drinking water and a D+ for wastewater in its 2025 report card. Aging pipes are a serious problem. As a result, we lose over 6 billion gallons of treated water every day which is costing communities billions of dollars annually. These failures are simply unacceptable.

I urge you to support a strong SRF reauthorization that:
•	Increases baseline funding to meet national needs
•	Prioritizes economically distressed and tribal communities
•	Incorporates natural infrastructure and innovative stormwater solutions
•	Addresses emerging contaminants like PFAS
•	Streamlines access through a unified application process
•	Ensures transparency and accountability with a public dashboard

Extreme weather events are intensifying the water crises facing communities across the nation. In Western North Carolina, residents were without water for two months after Hurricane Helene. From Houston and Baltimore to Jackson and Flint, millions have endured devastating consequences due to neglect and poor water management. It is imperative that we support a strong SRF reauthorization to guarantee safe, reliable water access for every American.

When floods hit, they don’t just soak our streets – they drown local economies, wash away job opportunities, and leave communities struggling to stay afloat. The SRF reauthorization must reflect the resilience our communities and rivers deserve.
